“Is it a coincidence that this NBI clearance was applied for just a few days before the delayed registration of birth of the other Alice Leal Guo in Tarlac City? Or is this a case of stolen identity?” Hontiveros questioned during a Senate committee hearing on a raided Philippine Offshore Gaming Operator (POGO) facility in Bamban.

Allegedly, Guo Hua Ping is the home-schooled lovechild of a Chinese businessman and a Filipino maid. According to Assistant National Statistician Marizza Grande, Guo’s late registration of birth was supported only by a “negative certificate” from the National Statistics Office (NSO), which proved no birth certificate existed in government records. More concerning was that Guo was issued a birth certificate before securing this NSO negative certificate.

If the PSA’s recommendation is upheld, Guo’s Filipino citizenship will be revoked, leaving her in a “floating” status. Justice Undersecretary Nicholas Ty explained, “Her true nationality should first be ascertained. If she is found to be a foreigner who stayed in the country through illegal means, this could lead to deportation.”
