These organizations highlighted that POGO investments contributed a mere 0.2 percent to the country’s gross domestic product last year, according to data from the National Economic and Development Authority (NEDA). This minimal economic impact is overshadowed by the significant social costs and the association of POGOs with criminal activities such as human trafficking, kidnapping, and money laundering. In 2022 alone, 55 percent of kidnapping cases in the country were linked to POGOs, based on data from the Philippine National Police.

Economic Implications and Government Recommendations

Economic experts argue that while POGOs provide substantial tax revenue, the social costs and potential damage to the country’s international reputation outweigh these financial benefits. The Department of Finance and NEDA have recommended a total ban, which has been submitted to the President for consideration. These recommendations are grounded in the belief that the country should prioritize generating high-quality jobs over those associated with gambling, which often bring associated risks and challenges.

Transitioning Away from POGOs

The business groups also called on the government to support the re-skilling of Filipino workers who might lose their jobs due to the ban and to assist industries affected by POGOs in finding alternative uses for their assets. This proactive approach aims to mitigate the economic fallout and ensure a smooth transition towards more sustainable and socially responsible industries.

Real Estate Market Impact

One of the most immediate and tangible impacts of a POGO ban would be felt in the real estate market. The demand for office space and residential rentals has been significantly driven by the POGO industry. Estimates suggest that an outright ban could lead to an office space vacancy of around 1.05 million square meters, causing rental rates to plummet and potentially triggering a crisis in the property sector.

Areas with high POGO occupancy would particularly suffer, leading to reduced property values and financial instability for real estate developers and investors who have heavily invested in these markets.

A key official from the House of Representatives emphasized the importance of clear policy direction regarding POGOs. This entails a definitive stance from the President to distinguish between law-abiding operators and those engaged in illegal activities.

The Philippine Amusement and Gaming Corporation (PAGCOR) has reported that an outright ban on POGOs could lead to a loss of up to P40 billion in gaming revenues. The gaming industry also supports a substantial number of jobs, directly employing individuals within the gaming operations and indirectly boosting employment in related sectors such as real estate, retail, and services.
