The Nationalist Socialist Council of Nagaland – Isak Muivah faction or the Directorate of Enforcement (ED) has filed a Prosecution Complaint against the self-styled Colonel of the NSCN – IM/GPRN Mr. Rayilung Nsarangbe @ Pela @ Pela Nsa Zeme, his wife Mrs. Ruth Chawang, and others in a money-laundering case involving a well-organized extortion racket (NSCN-IM.)
The current case was started on the basis of a FIR dated 09.07.2020 and a Charge-sheet dated 29.12.2020 filed by the NIA, Guwahati, under a number of statutes, including Scheduled Offenses 120-B, 384, 420, and 471 of the Indian Penal Code of 1860; Sections 25 (1A), (1B) (a) of the Arms Act; Section 5(b) of the Explosives Substances Act; Sections
The PMLA investigation found that the NSCN-IM district representatives in Tamenglong, Senapati, Ukhrul, and Chandel were extorting money from local businesspeople, construction enterprises, and other organisations before giving it to Mr. Rayilung. It has also been discovered that Shri Rayilung, who serves as the “Collective Leadership” of the NSCN-Treasurer, IM’s directly collected the enormous sum of extortion money, also known as unlawful “TAX”. The “Collective Leadership” directed the use of a large portion of the extortion money, while a smaller portion was put in bank accounts held in Shri Rayilung and Ms Ruth Chawang, Rayilung’s wife’s name.
Additionally, various mutual funds and insurance policies were bought in the name of Ruth Chawang @ Ruth Zeliang from the money placed in the accounts in order to disguise the proceeds of crime created in this manner. Shri Rayilung had also transferred a sizable sum of money from the accounts held in his wife’s name to Mr. Apam Muivah, Ato Kilonser’s secretary. Earlier in the case, the ED had attached criminal profits totaling over 6.88 crore rupees.
Following a thorough investigation, a Prosecution Complaint was filed under Sections 44 and 45 of the PMLA, 2002 at the Ld. Court of the District and Sessions Judge, Dimapur, Nagaland. The Ld. Court has accepted the prosecution complaint and summoned the accused individuals to appear. The subject is currently the subject of more inquiry.
