ED Chandigarh Attaches Movable Properties Worth 6.50 Lakh in Tarlochan Singh Case

In the Tarlochan Singh & others case, the Directorate of Enforcement (ED), Chandigarh, has attached moveable goods worth Rs. 6.50 Lakh belonging to Kulbir Singh Sawhney prop. Arvindra Electricals in accordance with the provisions of the Prevention of Money Laundering Act (PMLA), 2002. 

ED opened an investigation based on a formal complaint (FIR) filed by the Vigilance Bureau Bhatinda against Bhatinda Development Authority officials and contractors Bhushan Kumar Thukral, Pawan Kumar Singhal, and Kulbir Singh Sawhney. The complaint pertained to the installation of LED street lights by the aforementioned contractors in three mandis, namely Maur Mandi, Mansa Mandi, and Budhlada Mandi. 

The results of the ED investigation showed that Bhushan Kumar Thukral was awarded the contract to install LED street lights in Maur Mandi Group-1, Pawan Kumar Singhal was given the contract for Maur Mandi Groups 2 and 3, and Kulbir Singh Sawhney was given the contract for Mansa Mandi Groups 1 through 5. The LED street lights were installed by the contractors in collusion with the Bhatinda Development Authority personnel, deviating from the authorized specification and of inferior quality. 

Furthermore, some of the equipment that the contractors had falsely claimed to have installed was not present at the location. The government exchequer suffered a loss of around Rs. 8.02 crore as a result of all this. 

Moveable property valued at Rs. 6.50 lakh has been located and attached in the name of Kulbir Singh Sawhney prop. Arvindra Electricals during the PMLA probe. Additional research is currently being conducted.
