A Chinese businessman has been barred from entering the United Kingdom after being accused of having close ties to British political figures, including Prince Andrew, and working for a Chinese intelligence agency. The man, a 50-year-old Chinese national, was alleged to be a member of the Chinese Communist Party (CCP) and linked to the United Front Work Department (UFWD), a unit that gathers intelligence and influences individuals on behalf of the Chinese government.

The investigation began when the businessman was stopped at the UK border in November 2021 under counterterrorism laws. His phone was seized by UK security services, and the data on the phone raised serious concerns about his activities. MI5, the UK’s domestic intelligence agency, revealed that the man had been cultivating relationships with powerful UK political and business figures. This raised the alarming possibility that he could have used these connections for political interference in the UK, at the behest of the Chinese state.

The Home Office decided to exclude the man from the UK based on national security concerns, and this decision was upheld by the Special Immigration Appeals Commission. The commission concluded that the businessman’s relationships with prominent figures could be used by China to exert influence over UK politics.

Links to Prince Andrew and British Influencers

One of the most concerning revelations in the case was the businessman’s connection to Prince Andrew. According to data from the businessman’s phone, he had acted on behalf of the Duke of York in meetings with potential business partners and investors in China. A letter found on the phone from Dominic Hampshire, a senior adviser to Prince Andrew, confirmed the businessman’s role in these meetings.

The commission determined that the businessman’s position allowed him to facilitate relationships between senior Chinese officials and influential UK figures. This raised fears that he could have used these connections for political interference on behalf of the Chinese government.

It also provided instructions on how to respond if the prince asked about business deals or money, advising that promises should be vague and not tied to specific timelines.

Broader Connections to Chinese Interests

The businessman’s ties were not limited to Prince Andrew. He was also connected to the 48 Group Club, a London-based organization that promotes trade relations between the UK and China. The group has had many influential members, including politicians, diplomats, and business leaders. Though the group’s aim is to foster economic ties, the businessman’s involvement raised suspicions about his intentions.

Despite the growing concerns, the businessman denied any involvement with the Chinese Communist Party or its intelligence activities. He claimed that his business activities were legitimate, including helping Chinese investors enter the UK market and supporting British companies, such as McLaren Automotive, in China. However, the UK intelligence agencies found it “unlikely” that he had fully disclosed his ties to the UFWD to his UK contacts, adding a layer of deception to his actions.

National Security and Espionage Concerns

The case highlights the growing risk of foreign espionage in the UK. MI5 has repeatedly warned about the efforts by China to co-opt and influence British public figures. In 2022, MI5’s head, Ken McCallum, described China’s intelligence efforts as “well-funded” and part of a “long game” to exert influence over decision-makers in the UK.

This scandal also highlights the vulnerabilities of high-profile individuals and organizations to foreign interference. The alleged spy’s actions, which included building relationships with influential UK figures, could have been part of a broader strategy by China to influence British politics, trade, and even culture.
