According to the provisions of the Prevention of Money Laundering Act, the Directorate of Enforcement (ED) in Dehradun has temporarily attached a piece of real estate worth Rs. 1.45 crore in the name of the Wali Gram Udhyog Vikas Sansthan, Roorkee, which manages the Techword Wali Gram Udhyog Vikas Sansthan, Group of Institutions, Roorkee.

Based on the FIR submitted by the Haridwar Police in Uttarakhand under several IPC 1860 provisions, ED started the probe under PMLA. Investigations revealed that from 2011–12 to 2014–2015, Techword Wali Gram Udhyog Vikas Sansthan illegally obtained a sizable sum of scholarships from the Social Welfare Department, Haridwar, in the name of SC/ST students. The government’s scholarship money that was given to the college for SC/ST students has not yet reached the intended recipients, the SC/ST pupils.

It is also discovered that the institution forged signatures on all documents required to apply for a scholarship under the SC/ST Scholarship Program. It is also clear from the investigation that Techword Wali Gram Udhyog Vikas Sansthan, through its trustees, embezzled, syphoned off scholarships under the SC/ST Scholarship Scheme that were distributed by the government and caused significant financial loss to the public exchequer and wrongful gain to themselves.

A PMLA investigation determined that the ill-gotten funds were utilised for college building and other costs associated with higher education. After the identification of PoC, a Preliminary Attachment Order for attaching PoC in the shape of a plot of land in the District of Haridwar, valued at Rs. 1.45 crore, has been granted. The probe is being expanded upon.
